You can freely visit the eLibraryUSA homepage at elibraryusa.state.gov to explore the types of resources available; however, a username and password are required to access the full content.
- Current attendees of the American Center in Moscow’s program can apply
- Individual eLibraryUSA accounts are available only for young adults aged 18 and older. High school students cannot apply directly. Only their parents or legal guardians may submit an application, and access to the materials must be supervised by the parent or guardian.
Curated collections feature nearly 10,000 ebooks and audiobooks, including award-winning fiction for all ages, English language learning resources, guides to studying in the United States, and books on STEM and innovation, civil society, U.S. history, and much more, along with 5,000 digital magazines.
Step 1: eLibraryUSA Sign-Up
You can sign up for an individual eLibraryUSA account by providing your name and email address via this form.
Step 2: Online Training
Once eLibraryUSA receives your request, you will receive an automated email inviting you to complete a short online training. The training consists of a brief video tutorial, the eLibraryUSA Terms of Use, and an online quiz.
Step 3: Access
After you complete the online training, you automatically receive login credentials to the library resources, along with a certificate of completion.
Please note: eLibraryUSA accounts are for authorized individual use only and may not be shared. Individual eLibraryUSA accounts cannot be granted to institutions such as libraries, schools, universities, NGOs, etc.
OverDrive is the leading provider of ebooks and audiobooks to U.S libraries, schools, and universities. With OverDrive, you can borrow digital books using their own device and the Libby app as long as you have an individual eLibraryUSA account.

Yes, eLibraryUSA individual accounts expire, but there are specific conditions to keep them active.
- Annual Password Update: Account holders must update their passwords annually to maintain their account’s active status. A reminder email will be sent 30 days before the one-year mark. If the password is updated, the account remains active for another year, up to three years.
- Grace Period and Reminders: Users are given a 30-day grace period to update their password after receiving the initial reminder. They will be sent another reminder 15 days prior to the expiration date, and a final, third email on the day of expiration.
- Expiration and Renewal: eLibraryUSA accounts will expire after three years, in compliance with database licensing agreements. However, account holders will have the opportunity to renew their accounts before they expire. The expiration date is calculated from the account creation date.
- Password Reset Procedure:
- If a user forgets their password and resets it manually, the annual renewal period is reset from the date of the reset, not exceeding the three-year maximum.
- If the password is not updated by the deadline, the database resets it, and the user must update their password to regain access. This reset initiates the second year, continuing up to the three-year maximum.
Some titles permit printing. Others do not, due to copyright laws. For any given title, you can click on “More” to view its digital rights policy.
